The Purchaser will
respond in writing to any request for clarifications no later than October 23, 2009. All the
clarifications (questions and answers) will be distributed among all
participants and will be posted on web address www.cpss.ro/repemol

for submitting offers: November 11, 2009; Time of day: 16:00
Chisinau time.
Formal requirements: Bids must be
delivered in the sealed envelope to the address above. Electronic bidding will
not be permitted. Late bids will be rejected. The Bidder shall prepare one
original of the documents comprising the bid and clearly mark it
“Original.” In addition, the Bidder shall submit two (2) copies of
the bid, and clearly mark them “Copy.” In addition the offer shall
be provided in electronic format (technical specifications and prices in Excel)
on CD.
Bids will be opened in the presence of the bidders’ representatives who
choose to attend in person at the address above at 11 a.m. Chisinau time, November 12, 2009.

bids shall not be considered
The
bidder could offer one, several or all items.
Delivery date: 120 days
after contract signature, where the aim is to have all equipment ready to be
used on the final destination, before middle of May 2010. The provision of
on-site training for each of the items where indicated is to be planned within
2 weeks after the delivery and installation of the equipment.
3.
CONDITIONS
General
conditions of participation
Qualification
criteria:
a)Financial Capability of the bidder(s) (firm
or consortium): The supplier entity (the leader and the other members in
consortium altogether in case of a consortium) must provide evidence, such as
audited financial statements for a period of three years, which they have been
in continuous service for a period not less than three (3) years (2006, 2007,
2008).
b) Experience and Technical Capability of the bidder(s) (firm or consortium. At
least three (3) similar contracts completed in the last three years of the same
nature (the contracts in the field relevant to the lot applied) and complexity.
c) A Bidder shall not have a conflict of interest.
Certificates:
a)The manufacturer of the products offers shall
either be ISO 9000 or ISO 13485 certified, evidence of certification must be submitted
with the bid.
b)Equipment offered shall comply with the European
Medical Device Directives and have the CE Marking (provide conformance
certificate)
c)Equipment offered shall comply with the safety standards stipulated in
IEC60601, evidence of certification must be submitted with the bid.
d)Bidders must clearly indicate that they or their
local vendor/agent have the capacity and skill mix to provide adequate
maintenance and backup service for the products. For example; the location of
the closest technician, spare parts and qualification of said technician.
Deposits/guarantees:
A Bid Security (Bank Guaranty) of 10% of bid price is required for bids
in the amount of 10'000 Euros and higher. A Bid Securing Declaration is
required if the amount of the bid is less than 10 000 Euros.
Conditions
of payment
-30% advance payment
within 5 days after the contract signature having that an Advanced Payment
Security in the form of a bank guarantee for the same amount has been provided
by the Supplier
-70% within 5 days after the delivery and installation of the equipment and
from the day of issuing of Taking Over Certificate (Acceptance) signed between
Supplier and Beneficiary/Purchaser/Payer) against a bank guarantee in the
amount of 10% of the contract value over 24 month covering the warranty period.
Costs to
be included: the prices should be
quoted for delivery CIP Chisinau for imported goods and price for inland
transportation and other services required to convey the Goods to the final
destination, according to INCOTERMS, 2000; and for on site
services e.g. installation, testing, user training and regular maintenance
services during the warranty period.
